JAPANESE PUPPETS IN HONG KONG.

Extract from letter:-

29 MAY 1942

"The Jap Press stated that KOTEWALL was Governor supported by LI TZE FONG, SIR SHOUS ON CHOW and that crowd, with M.K. LO as head of the Justice of it. Possibly they are puppets under a military governor. All this under the guise of restoring order".

CENS OR 'S NOTE. The writer escaped some time ago from the civilian internment camp at Stanley, H.K. The names given are all of prominent citizens of whom 1, 3 and 4 were on terms of personal friendship with Government House and members of the Legislative and/or Executive Councils, besides being prominent in social work. CHOW and LI are Chinese, KOTEWALL of Parsee origin, mixed blood (wife was Chinese) and LO is Eurasian but lives as a Chinese and counts himself one.
